طراحی مدلی ساختاری برمبنای تحقیق در عملیات نرم جهت شناخت عوامل مدیریت جذب سرمایه گذاری خارجی (مورد مطالعه استان بوشهر)

چکیده

بررسی عوامل تاثیر گذار در روند جذب سرمایه نشان می دهد تقویت عوامل کلیدی و جلوگیری از نارسایی های آن نقش مهمی در توسعه جوامع دارد. از آنجایی که جذب سرمایه به دلیل پیچیدگی و تنوع عوامل از مسایل ناخوش تعریف است، این پژوهش در جهت تعیین و تشخیص ارتباط بین شاخص های جذب سرمایه گذاری خارجی با به کارگیری رویکردی نرم اقدام نموده است. در ابتدا از پژوهش های انجام شده ابعاد کلی جمع آوری و در ادامه برای نزدیکی با شرایط منطقه ای استان بوشهر نظرات کارشناسان، در مورد این عوامل بررسی گردید. نهایتا 11 شاخص اصلی و 28 زیرشاخص به عنوان عوامل موثر در جذب تایید شدند. همچنین روابط میان ابعاد و سازه های مدل از طریق معادلات ساختاری و بارهای عاملی مشخص و سپس مدل ساختاری تفسیری برای تبیین روابط آنها طراحی گردید. نتایج مدل سازی نشان داد شاخص های اصلی در شش سطح قرار می گیرند. درسطح نخست شاخص قوانین و مقررات قرار می گیرد که به معنای زیربنایی بودن این شاخص نسبت به دیگر شاخص ها در جذب سرمایه است. نتایج به دست آمده از معادلات ساختاری نیز این ارتباط را تایید کرد.

چکیده [English]

The investigation of influential factors on fundraising shows that the key factors' strengthen and tackle of the weaknesses and shortcomings of these areas play an important role in the prosperity and development of societies. Since the attracting investment problem is not well-defined and it has complex and various factors, this study is done to determine and identify the relations among indicators of attracting Foreign Direct Investment (FDI) with soft approach (soft operation research). At first, the overall dimensions of previous researches were collected and then, to be close to local conditions of Bushehr Province (Capabilities and barriers of attracting foreign investment), the comments from experts and custodians of foreign investment in the province were considered. Finally, 11 indicators and 28 sub indicators were confirmed as effective factors. Also, the relations among dimensions and constructs model through Structural Equation Modeling (SEM) and factor loading were determined .Then, Interpretive Structural Modelling (ISM) to clarify relation between them was designed .The Interpretive Structural Modelling results showed the main indicators falling in six levels. The rules criteria is placed at first which means this indicator is more fundamental than others in attracting Foreign Direct Investment. The results of Structural Equation Modeling eventually proved the aforementioned relations.
