چکیده

هدف پژوهش حاضر، عارضه یابی فرایند مدیریت منابع انسانی در سازمان فنی و حرفه ای استان مازندران می‌باشد. این پژوهش از نظر رویکرد جز پژوهش‌های ترکیبی از نوع اکتشافی متوالی می باشد. در بخش کیفی، از روش پژوهش مطالعه موردی و در بخش کمی از توصیفی- پیمایشی استفاده شده است. مشارکت‌کنندگان در بخش کیفی پژوهش، شامل مدیران سازمان فنی و حرفه ای و صاحب‌نظرن آشنا به آموزش فنی و حرفه‌ای بود و در بخش کمّی شامل کلیه کارکنان سازمان فنی و حرفه‌ای استان مازندران بود. شیوه نمونه‌گیری در بخش کیفی به شیوه هدفمند بود که در نهایت مشارکت کنندگان پژوهش در این بخش شامل 11 نفر از مدیران و صاحب نظران و در بخش کمی نمونه‌گیری تصادفی خوشه‌ای بود. نتایج بخش کیفی پژوهش در قالب 4 مضمون فراگیرِ جذب و تأمین منابع انسانی، کاربرد منابع انسانی، حفظ و نگهداری منابع انسانی و آموزش و بهسازی منابع انسانی به عنوان آسیب‌های موجود در فرایند مدیریت منابع انسانی سازمان فنی و حرفه‌ای استان مازندران استخراج گردید. نتایج پیمایش نیز نشان داد که از نظر کارکنان این سازمان این آسیب‌ها در سازمان وجود دارد و انتظار می رود سیاستگذاران این سازمان عارضه های استخراج شده را جهت بهبود کارایی سازمان بر طرف نمایند.

چکیده [English]

The present study aimed to diagnose the human resource management process in the Technical & Vocational Training Organization of Mazandaran province. The study is conducted with the exploratory sequential mixed approach. The case study research and the descriptive-survey methods were used in the qualitative and quantitative sections of research, respectively. The managers of technical and vocational training organization and experts, familiar with technical and vocational training including all staff of the technical and vocational training organization of Mazandaran province were participated in the qualitative and quantitative sections. The purposeful sampling method is used in the qualitative section of the study and finally, 11 managers were selected in this section. Also, experts were selected in the quantitative section by the cluster random sampling. Qualitative research results were extracted within 4 inclusive themes of Human Resources Recruitment, Human Resource use, Human Resource retention and Human Resources training and improvement as existing complications in Human Resources Management Process in the technical and vocational training organization of Mazandaran province. According to the survey results, these complications exist in the organization based on the employees’ view, and it is expected that policymakers consider the issues identified to improve the organizational performance.
